When I downloaded it, it was labeled as "Blade techno song." From some google searching I just did, it is a REMIX of the song "Confusion" by New Order.

I am sitting here with the soundtrack in my hand. As posted above, the song is "Confusion" by New Order. Please note that the song is almost 11 minutes long and the part from the movie comes almost at the end.

It is called "Operation Blade" by Public Domain. It was released and got into the charts quite high plus I own the CD not a download
The film version is a heavily editted version but then this is common since the same thing is done to adverts on TV where they use a small section of a long song and the song charts on that small part but the entire song is not so good. This song isn't a bad version though but just be aware that the film version is a lot more compressed.
Very good example was "Spaceman" by Babylon Zoo used for Levi's jeans, the fancy bit was used on the advert but the full song was rubbish.
Another is "Blood on the Dancefloor" by DJ Shadow used for the O2 cellphone company, very ambient stylee but the full version is pretty boring.

The Blade soundtrack was kinda funny

You could sit and listen to Confusion over and over again, but the rest of it sucked, sad that someone stole it from me in college, I really miss that song

You HAVE to get the "Pump Panel Reconstruction" mix or else it's an entirely different track -- BUT, it is most definitely New Order - "Confusion"

Trust me. I'm a techno dj.

Ok I will hold my hands up when wrong
I even dug out the dvd of Blade to play the scene to see what was what...and yes it is listed in the closing credits as New Order but the song I gave above must have sampled the New Order one as they are so damned close it is scary. Unless of course New Order sampled the one I gave?

Maybe they both sampled each other.

Here's the deal. The song in the film is the Confusion remix. But people confuse it with Operation Blade because Operation Blade samples the Confusion remix. Operation Blade came out a few years after the film and the title is a reference to the film.
